Adv. Nadeem Abboud began his work in the civil service in 2010. During this period, he held several senior and influential positions, including serving as an assistant to the attorney general, a lawyer in the criminal department for consultation and legislation, an advisor to the director general of the Ministry of Justice, a senior advisor to the deputy attorney general for government (public-constitutional law), and a manager of a special duties unit in consultation and legislation.

In his various positions at the Ministry of Justice, Adv. Abboud gained diverse and rich experience in the fields of criminal, administrative, constitutional, and regulatory law in the public legal service. In this framework, he coordinated and accompanied the legal treatment of sensitive and complex issues that were on the public agenda on behalf of the attorney general and the deputy attorney general. This included providing consultation services to the government and various authorities, formulating and accompanying legislative procedures in ministerial committees and in the Knesset, and accompanying central criminal and administrative proceedings.

Among other things, Adv. Abboud has gained extensive experience in dealing with issues related to the prohibition of money laundering and terrorist financing, as well as in regulatory supervision and enforcement procedures. He formulated the Facebook Bill (removal of content), formulated legal advisor guidelines for the government in various fields, and accompanied the legal handling of complex issues of education and higher education laws and health laws. Abboud took a central role in concentrating and leading the legal treatment of the legal advisory system for the government in dealing with the coronavirus.

Adv. Abboud was also a member of the team led by the director general of the prime minister’s office to reduce the use of cash and formulated the legislation on the subject that implemented the team’s recommendations. Additionally, he was a member of the team led by the director general of the Ministry of Justice regarding the fight against racism against Ethiopians.

Along all these, Adv. Abboud worked on a wide range of issues concerning the relationship between Arab society and the government and its branches, both in social and economic issues, as well as in complex criminal issues, and sensitive security issues. He also initiated and led a number of significant government moves aimed at improving and increasing the relationship between the Arab society and the government.

Adv. Abboud has a law degree from Netanya Academic College and a master’s degree in diplomacy and security studies from Tel Aviv University, both of which he completed with high honors. He was qualified as a lawyer in 2012.
