Adv. Avinoam Segal-Elad is a partner in the firm’s Public Law, Crisis Management and Regulation Dept.
Adv. Segal-Elad’s career in the Civil Service commenced in 2005, working as an attorney in the High Court of Justice Department at the office of the State Attorney. For over a decade he represented the State in hundreds of petitions submitted to the High Court on a wide range of issues, including: national security, the Population Authority, real estate, applicable law in Judea and Samaria and local councils. During that period he acquired extensive expertise in administrative litigation.
Thereafter, Adv. Segal-Elad served as Senior Director at the Department of Public and Constitutional Law, providing legal advisory on a diverse range of complex proceedings, including: the reform of the Civil Procedure Regulations, schooling and higher education, foreign workers and applicable law in Judea and Samaria Law. Adv. Segal-Elad also served as the representative of the Ministry of Justice on a series of inter-ministerial teams and public committees, and was a co-party in the promotion of public reports, such as: the report regarding the feasibility of employing foreign care-workers through corporations; the public committee for the promotion of women’s sports in Israel; the inter-ministerial team to establish a National Qualification Framework and improve the interaction between the education and training systems; the inter-ministerial team to cope with environmental hazards in the areas of Judea and Samaria; the report by the team to improve the response to complaints brought against police officers.
His roles at the Ministry of Justice enabled Adv. Segal-Elad to acquire diverse and abundant experience in administrative, constitutional and regulatory law in the field of public legal service and provided him with great experience in administrative litigation, in dealing with petitions submitted to the High Court of Justice, as well as in working with all government ministries.
Adv. Segal-Elad holds a double master’s degree in public and international law from Tel Aviv University and from Northwestern University in Chicago.
