Malka Engelsman

Adv. Malka Engelsman is a partner at Firon Law Firm and head of the firm’s municipal taxation department.

Malka has acquired extensive experience over more than thirteen years working at the forefront of municipal taxation in Israel and is recognized as one of Israel’s leading experts in the field – a reputation attributable to her work over many years, her great experience, her trail-blazing in formulating and creating many innovative precedents on a range of issues, including in the area of development levies.

Adv. Engelsman specializes in all aspects of municipal taxation, including by providing representation for assesses at various courts (civil and administrative) and at appeal committees in relation to general municipal taxes and in relation to sewerage charges. She also scrutinizes the charges raised by municipalities for council taxes, development fees, and levies, and betterment levies.

For many years, Adv. Engelsman was head of Israel’s most prominent boutique law firm specializing in municipal taxation, which led to that firm being consistently ranked among the elite firms in that field. In 2019, the firm was merged into Firon Law Firm.

Included among Malka’s clients are entities from both the public and private sectors including public companies and private companies in the fields of real estate, hi-tech, commerce, etc. In addition, Malka deals annually with cases relating to municipal taxes and levies in the overall scope of hundreds of millions of shekels and achieves annual savings of tens of millions of shekels for the firm’s clients.

Prior to joining our firm, In the past, Adv. Engelsman worked as legal counsel to the Ramat Gan Municipality where she was involved in all aspects of planning and construction, business licensing, betterment levies, development charges, municipal taxes, etc. Afterwards, Adv. Engelsman served as legal advisor to the National Association of Contractors and Builders on issues relating to local authorities and planning and construction and as the Association’s representative on various Knesset committees (the Legislative and Law Committee, the Internal Affairs Committee, and the Financial Committee).  Malka also served as a member of the Israel Bar Association’s Planning and Construction, and Taxation Municipalities Committees (Central Committee).
